1. By 2013-2014, the district will fully fund a competitive compensation system in order to retain and attract a highly qualified and diverse work force.
2. By 2014-15, the district will study, develop and consider implementation of an appropriate supplemental employee compensation system to recognize and reward outstanding performance in which a portion of employee pay will be based on student performance gains and/or other relevant factors such as market conditions, challenge of job assignment, commitment to school, etc.
3. By 2011-2012, the district will develop a comprehensive and strategic professional development plan in which district-approved professional development and graduate coursework for salary schedule advancement are validated by a plan to improve student achievement.
4. By 2011-2012, the district will develop a strategic recruitment and hiring program to attract a highly qualified and diversified workforce and to ensure the placement of employees according to student achievement needs as evidenced by a decrease in the districtís achievement gap and an increase in overall student achievement.
