School Construction and Planning

Overview

Facilities Construction
The Columbia Public School District has historically approached funding for new and renovated facilities with a five-year planning process. The last long-range facilities plan expired in 2006. The Columbia Board of Education charged the Long-range Facilities Planning Committee to develop a new plan for the next five years, but yet look to the future for a comprehensive plan that the district could implement in the next ten years. The major components of the plan included developing school and community databases; evaluations of all district facilities, for both educational adequacy and a comprehensive engineering study; and gathering information from the community.

Analysis of the data generated from two major studies (the educational adequacy study and the engineering study) and the community engagement responses revealed a number of major findings. The Long-range Facilities Planning Committee's executive summary You need the free Adobe Reader to open this document. Don't have it? Click here. provides an overview of the process and the findings. Results from each study and the community engagement process are available here.

As a result of the findings and recommendations of the Long-range Facilities Planning Committee, the Columbia Board of Education decided to put before voters three bond issues to cover the construction of a new elementary school and a new comprehensive high school. The first bond issue of $60 million was approved by Columbia voters in April 2007; additional bond issues of $60 million each will be presented to voters in April 2011 and April 2013.

The school district has engaged the services of DLR Group, an architectural and engineering firm, and Custom Energy, an energy services company, to oversee the construction of the two new schools.

Four committees will also be involved in planning for the new schools--the High School Construction Steering Committee, the Elementary School Construction Steering Committee, and two Enrollment Planning Committees (one for planning the enrollment of the elementary school and one for planning the high school enrollment). In addition, a High School Site Evaluation Committee will review land proposals for the location of the new high school.

  Elementary Enrollment Planning Committee

This committee is responsible for recommending enrollment boundary changes to the Board of Education in order to incorporate a new elementary school into the Columbia Public School District. The committee will evaluate current and projected elementary school enrollment, non-contiguous boundaries, bus transportation information, community plans for subdivision growth, road development, and student ability to safely walk to school.

The goal is to recommend boundary changes that result in reduced overcrowding in current elementary schools and school enrollments that reflect the composition of the Columbia community. The committee will also recommend a transfer policy for student impacted by the addition of the new elementary school and boundary changes.

  Secondary Enrollment Planning Committee

This committee is responsible for recommending boundary changes to the Board of Education in order to:

  • Incorporate a third comprehensive high school into the Columbia Public School District
  • Reconfigure Columbia's secondary school boundaries to include intermediate schools serving grades 6 through 8, and high schools serving students in grades 9 through 12

The committee will evaluate current and projected secondary school enrollment, bus transportation information, community plans for subdivision growth, and road development. The goal is to recommend boundary changes that reduce the number of grade-level transitions and reflect the composition of the Columbia community.

Additionally, the committee will recommend a transfer policy and a grandfathering plan for students impacted by the addition of the new comprehensive high school and the reconfiguration of our intermediate schools.
